Lawsuit Alleges Jersey City Employee Faced Retaliation After Reporting Workplace Misconduct

A Jersey City municipal employee has filed a lawsuit alleging that she was subjected to retaliation after reporting claims of sexual harassment and raising workplace safety concerns within her department. The case was filed in Hudson County Superior Court on March 10 and names the City of Jersey City along with several city officials.

According to the complaint, Darlene Green, who works as a program manager in the Department of Health and Human Services, claims that the issues began after she submitted an Equal Employment Opportunity complaint in 2022. In that complaint, she accused her supervisor of inappropriate conduct. The lawsuit states that an external investigation later supported the possibility that harassment had taken place.

The legal filing alleges that after the complaint was made, Green experienced a series of disciplinary measures that she believes were not justified and were instead linked to her reporting of misconduct. It claims that multiple internal complaints were later filed against her, which resulted in suspensions and further workplace actions.

The lawsuit also includes allegations involving additional incidents in 2025, where Green reported inappropriate behavior from a participant in a city-related program. It claims that her concerns were not properly addressed through internal reporting channels and that she was instead disciplined for how she raised those issues.

One of the more serious claims in the case involves an alleged physical incident with her supervisor following a suspension, which Green says contributed to significant emotional distress. The complaint states that she later underwent extended mental health treatment and was diagnosed with post-traumatic stress disorder.

The filing further alleges that during a medical leave period, questions were raised about the validity of her documentation, and that she faced financial hardship after being denied access to additional paid leave support options. It also claims she experienced delays and challenges related to compensation and workplace benefits during this period.

In addition, the lawsuit raises concerns about workplace safety conditions in her building, including an incident involving unauthorized substances being found on site. Green alleges that her concerns about security risks were not adequately addressed by management and that she was left to manage the situation without sufficient support.

The complaint also describes a series of disciplinary notices issued in late 2025, which were later modified or restructured. According to the lawsuit, these changes were made in a way that avoided formal hearing processes typically available to employees under union representation.

Green further claims she was briefly offered a transfer within the city structure but was given limited time to decide, leaving her without the opportunity to fully consult legal or union representatives before responding. When she did not accept the offer, she says disciplinary actions were reinstated.

Her legal representation argues that the overall pattern of actions reflects retaliation connected to her initial complaints and that her employment record was repeatedly “built up” with disciplinary measures in response to her reports. The lawsuit claims this resulted in emotional distress, financial loss, and damage to her professional reputation.

Green, who remains employed by the city, says other workers may have faced similar treatment but are hesitant to speak publicly. The City of Jersey City has not issued detailed comments on the allegations due to ongoing litigation, and the matter remains unresolved in court.

The lawsuit seeks compensation for lost wages, emotional suffering, punitive damages, and other related costs. All claims remain allegations unless proven in court, and no final judgment has been issued.
