FBI Advises Cruise Travelers to Stay Alert and Report Crimes During Sea Voyages

The Federal Bureau of Investigation (FBI) is reminding Americans traveling on cruise ships to remain alert throughout their journey and report any criminal activity immediately if they witness or experience it while at sea. The advisory is intended to encourage passengers to stay aware of their surroundings and understand the proper steps to take if a serious incident occurs during a cruise.
According to the FBI, passengers should notify the ship’s security team as soon as possible if they become aware of a crime while still on board. If the incident is reported after leaving the ship, travelers are advised to contact local law enforcement as well as the FBI. The agency highlighted several serious crimes that cruise passengers should pay close attention to. These include assault resulting in serious bodily injury, kidnapping, and sexual assault. The FBI explained that its authority to investigate crimes committed on cruise ships depends on specific legal conditions. In general, the United States has jurisdiction when a crime takes place within U.S. maritime jurisdiction and the vessel is owned, either fully or partially, by a U.S. person or company. Federal jurisdiction may also apply when a crime involves a U.S. citizen aboard a foreign vessel during a voyage that is scheduled to depart from or arrive at a U.S. port.
The agency regularly investigates criminal cases connected to cruise ships and works alongside the U.S. Department of Justice when prosecution is appropriate. As an example of recent enforcement activity, federal authorities last month announced that a Philippine national received a prison sentence of more than four years after stealing the identities of U.S. citizens and using one of those stolen identities to board a cruise headed to Alaska.
In addition to reporting suspicious or criminal activity, the FBI encourages travelers to take practical safety precautions before and during their cruise. The agency recommends leaving expensive jewelry and other valuable items at home whenever possible to reduce the risk of theft.
