Jersey City Man Arrested for $18K Toll Evasion Using Socks on License Plate

A man in Jersey City was caught disguising his license plates with socks to avoid paying over $18,000 in tolls at the Holland Tunnel. The 51-year-old driver had black socks over his plate when Port Authority police saw him.
