Democrats Push Back: Calling GOP’s Shutdown Tactic Their Bluff

Democratic strategists defy Republicans to override Senate rules when the federal government is partially shut down and budget talks stall. Democratic leaders want to make the clash a public test of will rather than using procedures.

The issue is healthcare funding. Democrats say stopgap spending measures must protect vulnerable programs and prolong Affordable Care Act subsidies. Republican House leaders passed a short-term financing proposal without those demands. Each side now blames the other for the tie.
