Caregiver at New Jersey State Facility Charged After Alleged Assault on Disabled Resident

A staff member working at a New Jersey state-run facility for individuals with developmental disabilities has been arrested following allegations of abuse involving a resident under her care. The incident has raised renewed concerns about safety standards and oversight within state-operated care centers.

According to officials from the Department of Human Services, the accused employee, identified as 63-year-old Jocelyne Dorrielan of Irvington, was taken into custody after an incident that reportedly took place on February 11 at the Hunterdon Developmental Center in Union Township. Authorities confirmed that the resident involved sustained minor injuries during the alleged assault.

The case came to light after another staff member witnessed the incident and reported it. Following an internal review, the Human Services Police Department filed charges against Dorrielan on March 20. She is facing multiple charges, including assaulting an elderly person, endangering the welfare of an incompetent individual, and offensive touching.

Public employment records show that Dorrielan had been working at the facility since 2015 as a cottage training technician. In that role, she was responsible for assisting and supervising residents with developmental disabilities. Records also indicate that she earned over $61,000 in the previous year.

State officials have emphasized that the matter is being taken seriously. In addition to the criminal charges, the Department of Human Services’ Office of Program Integrity and Accountability has launched a separate civil investigation to review the circumstances surrounding the incident and evaluate whether additional actions are necessary.

In an official statement, the department reiterated its commitment to protecting vulnerable residents, highlighting a strict zero-tolerance policy for abuse or neglect. Officials stated that all reports are investigated thoroughly and that continuous improvements are being made to ensure the safety and dignity of individuals in state care.

This arrest marks the second case involving alleged staff misconduct at a New Jersey developmental center in recent months. Earlier this year, another employee at the Vineland Developmental Center in Cumberland County was accused of physically confronting a resident during a dispute in a dining area. That incident was reportedly triggered when the resident refused to clean up before leaving.

According to the state’s report, the employee followed the resident, and moments later, both individuals were found on the floor, with the staff member on top. Although the resident did not suffer injuries, the situation prompted serious regulatory action. Inspectors later classified the facility’s condition as “immediate jeopardy,” the highest level of concern indicating potential harm to residents. The designation was lifted after corrective measures were implemented.

These incidents have drawn attention to ongoing challenges within care facilities that serve individuals with intellectual and developmental disabilities. Advocates and oversight bodies continue to stress the importance of accountability, proper staff training, and strict enforcement of safety protocols.

As investigations continue, state authorities have assured the public that safeguarding residents remains a top priority and that any violations will be addressed with appropriate legal and administrative action.
