National Cycling Groups Press New Jersey Governor as Controversial E-Bike Bill Nears Deadline

New Jersey’s planned electric bike regulation is gaining national notice as Trenton’s deadline approaches. National cycling organizations are urging outgoing Governor Phil Murphy to reject a bill they claim would unduly restrict e-bike use in the state with two days left.
The proposal, passed by the New Jersey Senate 27–11 and the General Assembly 52–10 on January 12, would eliminate all electric bicycle classifications. Current e-bike categories are based on speed and usefulness. Eliminating these characteristics will blur the border between electric bicycles and motorcycle-style electric vehicles, say opponents.
National cycling advocates warn that the change could confuse riders, law enforcement, and communities. They worry that classifying all electric-powered two-wheel vehicles the same could unfairly limit access for commuters, delivery workers, and leisure riders who use lower-speed e-bikes for practical and environmentally beneficial transportation.
These groups want Governor Murphy to veto the bill and encourage lawmakers to be more targeted. In states like Connecticut, higher-speed electric vehicles are licensed separately while ordinary e-bikes are open to the public. This system tackles safety concerns without restricting all electric bicycle users, say backers.
The New Jersey proposal is one of the most restrictive e-bike laws in the nation, according to veto supporters. They believe that deleting classifications does not improve safety and may hinder cleaner transportation at a time when many cities are seeking to reduce traffic and emissions.
Governor Murphy will decide whether the bill becomes law or is sent back to lawmakers. As national attention grows, the outcome may affect future electric bike policy in other states.
